You don't need to remove the bumper but there's no way you can get the lights out without removing the wheel arch trim and liner.  I know as I tried when putting my LED DRLs in.  There's a third bolt below the light which has to come out but there's just no way you can get to it with the liner in place.

Taking the wheel arch trim and liner off is not that difficult; they just pull off but be careful not to break the fixing clips.

Once the liner is out the headlight is easy to remove.
